![]() ![]() The series of in-depth interviews conducted indicate that individual members of the AFP actually define and re-define their own understanding and practice of Human Rights that varies not only according to rank but also by branch of service and geographical unit assignment. Second but equally important is at the level of the individual soldier. First is at the institutional level such as the AFP Human Rights Office that is in charge of promoting and upholding the concept within the organization. There are now two distinct but not necessarily independent contexts whereby Human Rights is understood and practiced by the members of the AFP. While the fight to end these insurgency problems is putting tremendous pressure on the members of the AFP, the fluid nature of combat situations also provides spaces for the members of the AFP to come up with their own definition and practice of "human rights". For more than forty years now, the government of the Philippines has been waging counter-insurgency campaigns against various groups around the country.
